Korea Tax Refund 2026: The Limits Nobody Explains

Bottom line: the Korea tax refund for tourists starts at a ₩15,000 purchase, pays back less than the full 10% VAT once the agency fee comes off, and can be taken instantly in-store up to ₩1,000,000 per receipt. One thing changed in 2026: cosmetic and medical procedures no longer qualify.

Quick Korea Travel Guide

Getting in: Incheon to central Seoul takes about an hour by AREX train or limousine bus. Pre-book a transfer if you land late or travel with family.

Stay in touch: Get a Korea eSIM from Airalo before you fly. It activates on landing; airport counters cost more and close early.

Download first: Naver Map or KakaoMap (Google Maps is crippled here), Kakao T for taxis, Papago for translation.

Where to book things: GetYourGuide for DMZ tours, palace tickets and day trips. KKday for KTX rail and Korea-only passes.

Getting around: T-money covers subway and buses nationwide. You can also pre-book KTX and transport passes.

The Korea tax refund hands foreign visitors back the 10% VAT, and the system is genuinely good — you can often get the money off at the till instead of queueing at the airport.

But the rules are a stack of separate thresholds that most guides blur together, and one category was quietly removed in January 2026. Get the numbers wrong and you either leave money behind or waste an hour at Incheon.

Quick answer

  • Minimum purchase: ₩15,000 per receipt at a Tax Free store.
  • You get back less than the full 10% — the refund agency deducts a service fee, and it is printed on your refund form.

  • Downtown refund booths: a single receipt must not exceed ₩6,000,000.
  • Airport booths: no purchase limit.
  • You must leave Korea within 3 months of the purchase date, with goods unused and unopened.

How Much the Korea Tax Refund Actually Gives You Back

Korea’s VAT is 10%, and that is the number every shop window advertises. It is not what the Korea tax refund puts back in your hand.

Refund agencies — Global Blue, Global Tax Free, EasyTax and others — take a service fee. That fee is printed on your refund form, so what you actually receive is less than the VAT shown on the receipt.

So read the refund form before you leave the till: it sets out the VAT, the agency’s fee and the net amount you will actually get. Worth claiming, not worth restructuring your trip around.

What qualifies

  • Cosmetics, clothing, shoes, bags, electronics, sealed snacks and packaged food
  • Goods must be new, unopened and unused when you leave

What does not

  • Services of any kind — hotels, restaurants, tours, transport
  • Cosmetic and medical procedures — removed from the scheme on 1 January 2026
  • Tobacco, books, unprocessed food and other zero-VAT items

1. The Three Ways to Claim a Korea Tax Refund

(A) Immediate refund at the till — use this

Show your passport when you pay and the tax simply comes off the price. Nothing to claim later, no airport queue. Available at department stores, large supermarkets and a growing number of smaller shops and convenience stores.

This is the Korea tax refund route to aim for by default. The only reason not to is if the purchase breaches the limits below.

(B) Downtown refund booth

Buy normally, keep the Korea tax refund slip, then take it to a booth at a major shopping area. You get cash in advance, but customs still has to validate the goods when you leave.

Note that downtown booths only handle their own agency’s slips, so a mixed bag of receipts may need more than one stop.

(C) Airport refund counter

The Korea tax refund fallback. No purchase limit, but you need the goods available for inspection, your passport and your boarding pass — and you need time.

2. The Korea Tax Refund Limits That Trip People Up

The key rules at a glance

Where you claimPer-receipt limitTrip limit
Immediate (in-store)₩15,000 to under ₩1,000,000Under ₩5,000,000 total
Downtown boothMust not exceed ₩6,000,000No stated cap
Airport / port boothNo limitNo limit

The trip-level ₩5,000,000 cap on immediate refunds is the one nobody mentions. Spend past it and later purchases stop qualifying for the in-store discount, even if each individual receipt is small.

Buying one expensive item? Deliberately skip the immediate refund and claim that receipt at the airport instead. The airport has no limit, so you preserve your ₩5,000,000 in-store allowance for everything else.

3. What Changed for Clinics in 2026

Until the end of 2025, foreign visitors could reclaim VAT on cosmetic and medical procedures — skin treatments, dermatology, some elective surgery. Korea ran it as a medical-tourism incentive.

That ended on 1 January 2026.

Restriction of Special Taxation Act Article 107-3: VAT refund on cosmetic medical services for foreign tourists applied only to services supplied by 31 December 2025

If you are budgeting a Seoul skin clinic visit around an expected 10% refund, remove it from the maths. The treatment price you are quoted is the price you pay.

Products are unaffected. Buy the skincare at Olive Young and you still claim the refund on the goods — it is only the procedure itself that lost eligibility. A bill to reinstate the procedure refund was filed in August 2026 but has not passed, so check again before you travel.

4. Claiming Your Korea Tax Refund at Incheon Without Missing Your Flight

  • Step 1. Check in first, but keep refund goods in your carry-on if you can — customs may want to see them.
  • Step 2. Get customs validation. There are self-service kiosks as well as staffed desks.
  • Step 3. Take the validated slips to the refund counter, which sits after immigration in the departure area.
  • Step 4. Choose cash or card refund. Cash is immediate; card takes weeks.

Arrive earlier than you normally would if you are carrying several receipts. The nonstop AREX Express from Seoul Station takes about 43 minutes to Terminal 1 and 51 to Terminal 2, so leave Seoul with time to spare. The queue is unpredictable and it sits between you and your gate.

Global Blue also imposes its own deadline: if you took an advance refund downtown, customs validation must happen within 21 days (15 for UnionPay), or the refund is clawed back.

Mistakes to Avoid

  • Leaving your passport at the hotel. You need the physical document at the till. A photo is not accepted.
  • Expecting the full 10%. The agency’s service fee comes off first — the net figure is on your refund form.
  • Opening the packaging. Goods must be unused and unopened when customs inspects them.
  • Checking refund goods into the hold before validation. If customs asks to see the item and it is in the hold, you lose the claim.
  • Blowing the ₩5,000,000 in-store cap early. Claim big-ticket items at the airport instead.
  • Budgeting a refund on a clinic bill. Cosmetic and medical procedures stopped qualifying on 1 January 2026.
  • Leaving it more than 3 months. You must depart within three months of the purchase date.
  • Arriving at Incheon with 40 minutes to spare. The refund queue will eat it.

What Else Should You Sort Before You Land?

Shopping refunds are an on-the-ground task, but the things that can actually stop your trip are the paperwork ones. If you are travelling in 2027 or later, read the K-ETA rule change first, then the e-Arrival Card.
