Korean Pharmacy Skincare: Best Buys and Rules (2026 Guide)

Bottom line: Korean pharmacy skincare means buying creams from a pharmacist-run 약국 (yakguk): OTC medicines such as Noscarna Gel plus pharmacy-only derma cosmetics, with English help and tax refunds at registered tourist pharmacies, while prescription medicines still need a prescription from a doctor in Korea.

Korean Pharmacy Skincare: The Short Answer

  • A Korean pharmacy (약국, yakguk) is run by a licensed pharmacist and is the only shop allowed to sell medicines. Olive Young is not a pharmacy.
  • OTC medicines (일반의약품) need no prescription; prescription medicines (전문의약품) do.
  • VisitKorea’s 2026 pharmacy must-haves: Dermagram PDRN Cream, Noscarna Gel and Eye Angel Toktok eye drops, all OTC medicines on the MFDS database.
  • Pharmacy derma cosmetics it names include Juvelook PDLLA cream and Luoncell Cellbiome Essence.
  • Foreign spending at Korean pharmacies reached ₩141.4 billion in 2025, up 142.2%.
  • Seoul runs 40 public late-night pharmacies, open 22:00-01:00.
  • Tax refunds work only at pharmacies registered as tax refund shops, from ₩15,000 per receipt.
  • Check your home country’s medicine import rules before packing OTC creams.

What a Korean Pharmacy Is, and How It Differs From Olive Young

Under the Pharmaceutical Affairs Act, a pharmacy is where a pharmacist dispenses medicines (Article 2), and only a pharmacy may sell medicines at all (Article 44). That rule explains Korean pharmacy skincare: the scar gels, acne creams and pigmentation creams TikTok calls “Korean pharmacy must-buys” are licensed medicines, so Olive Young, Daiso and department stores cannot sell them.

Olive Young sells cosmetics, sunscreen, masks and supplements, which is why our Olive Young Seoul guide covers different shelves. A pharmacy sells both: medicines at the counter and derma cosmetics on open shelves, with a pharmacist to ask. For a guided Olive Young shop after the pharmacy, the Personalized K-beauty Experience with Olive Young Guide on GetYourGuide adds personal color analysis.

Korean pharmacy skincare is also big business. Hana Institute of Finance found foreign spending at pharmacies hit ₩141.4 billion in 2025, up 142.2%, with nine new pharmacies in Myeongdong (Seoul Economic Daily). Card data reported in May 2026 showed another 156% rise, averaging about ₩47,000 per payment (Seoul Economic Daily), and in August 2026 KED Global reported that pharmacies had overtaken convenience stores as foreign tourists’ top shopping spot.

1. What Tourists Buy: Korean Pharmacy Skincare Best Sellers

The products below are the ones VisitKorea, the maker or the regulator ties to tourist demand. This is not advice for your skin; ask the pharmacist.

OTC medicines tourists ask for

The Korea Tourism Organization’s K-Pharmacy Shopping feature (September 2026) names three OTC picks: Chong Kun Dang’s Dermagram PDRN Cream, Dong-A’s Noscarna Gel and Eye Angel Toktok eye drops. KED Global added Dong-A’s Acnon and Melatoning creams, reporting ₩35.5 billion in first-half 2025 sales for Noscarna, Acnon and Melatoning, and quoting a Myeongdong pharmacist whose foreign customers mostly wanted pigmentation or acne creams.

All five are listed as 일반의약품 (OTC medicine) on the Ministry of Food and Drug Safety (MFDS) database; search any box’s Korean name on nedrug.mfds.go.kr to check.

Pharmacy-only derma cosmetics

The other half of Korean pharmacy skincare is cosmetics sold through pharmacies. VisitKorea lists Juvelook PDLLA Advanced Protecting Cream and Dongkook’s Luoncell Cellbiome Essence. Dongkook says its Centellian24 Madeca Cream series passed 91 million units between April 2015 and February 2026 (press release) and is sold “in pharmacies throughout Korea” (Centellian24). KED also named Rejuvenex, Dr. Rejuol, Hanmi’s EGF Active Vital Cream, Madeca Pharmacia and Dr. Freematic. Prices vary by pharmacy, so compare in store.

2. OTC vs Prescription: Korean Pharmacy Rules

일반의약품 (OTC medicines) are low-risk medicines usable without a doctor; 전문의약품 (prescription medicines) are everything else (Article 2). Article 50 lets a pharmacy sell OTC medicines without a prescription, but prescription medicines only against a doctor’s or dentist’s prescription.

So most Korean pharmacy skincare is fine to buy, but antibiotics or any 전문의약품 are not, however politely you ask. Travellers report that a prescription from home counts only as a reference. For prescription medicine, see a clinic; our skin clinic guide for foreigners explains how to choose one safely.

Convenience stores are the one exception: Article 44-2 lets registered 24-hour shops sell up to 20 government-designated household medicines for minor symptoms. Skincare treatments are not among them.

3. Where to Go: Tourist Pharmacies in Seoul

Any neighbourhood pharmacy sells OTC basics, but big tourist pharmacies carry more Korean pharmacy skincare and add interpreters. VisitKorea’s feature lists three:

  • Berry New Pharmacy, Hongdae: 12 Yanghwa-ro 18-gil, by Hongik Univ. Station Exit 8. Daily 9:30 AM-midnight; English, Chinese and Japanese; tax refund.
  • Optima Wellness Museum Pharmacy, Seongsu: 48 Seongsuil-ro 4-gil, six minutes from Seongsu Exit 4. Daily 10:00-22:00; tax refund.
  • Optima Wellness Museum Pharmacy, Jonggak: B2, 41 Cheonggyecheon-ro, by Jonggak Exit 6. Daily 10:00-21:30; custom supplement packs; tax refund.

Myeongdong has the densest cluster; one pharmacy beside the Olive Young flagship told KED its foreign customers had more than doubled. Hours vary: VisitKorea lists Myeong-dong Myeong Pharmacy at 09:30-19:00, closed weekends and holidays (listing), while Bukchon Pharmacy opens 10:00-20:00 daily. Shopping only in Myeongdong? Read Myeongdong is not Seoul.

4. Opening Hours, Late-Night and Holiday Pharmacies

Plan Korean pharmacy skincare shopping for the daytime: hours vary by pharmacy, and many neighbourhood ones close in the evening. Seoul designates 공공심야약국 (public late-night pharmacies): 40 across all 25 districts, open 22:00-01:00, some daily and some on set weekdays, and asks you to phone first (Seoul Metropolitan Government, updated September 2026). Central options marked 365 days include Sejong Pharmacy in Jongno and Nova and Jeil Grand pharmacies in Gangnam.

On Sundays and holidays, use the Korean Pharmaceutical Association’s holiday duty pharmacy finder (it also lists late-night pharmacies) or the National Emergency Medical Center’s E-Gen. Both are in Korean; translate the page, or search 약국 on Naver Map for live hours.

If you are seriously unwell, call 119. For help in English, KTO’s 1330 Korea Travel Helpline (+82-2-1330) works in eight languages.

5. Tax Refund at a Korean Pharmacy

The tourist tax refund applies only at registered tax refund shops, and some pharmacies are. VisitKorea lists Bukchon Pharmacy as a “Tax Refund Shop” with immediate refund or claim for refund (listing), and all three pharmacies in its feature note tax refund. Look for a Tax Free sign and ask 면세 돼요? (myeonse dwaeyo) before paying for your Korean pharmacy skincare haul.

KTO’s tax refund guide rules apply: ₩15,000 or more per receipt, your physical passport, and for an immediate refund up to ₩1,000,000 per receipt and ₩5,000,000 per trip. See our Korea tax refund guide and Korea duty free guide.

6. Bringing Korean Pharmacy Skincare Home

Cosmetics and medicines are treated differently at most borders, and your home country’s rules decide. Check its official page, such as the US FDA on personal importation, Australia’s TGA guide to travelling with medicines or the UK’s TravelHealthPro factsheet. The TGA, for example, says personal use only, original packaging and no more than a three-month supply.

Keep boxes, leaflets and receipts, and buy personal quantities. Melatoning Cream contains hydroquinone, which several countries regulate tightly. Tubes over 100 ml go in checked baggage; see our Incheon Airport guide.

7. Language Tips for Korean Pharmacies

Tourist pharmacies advertise English and other languages; a neighbourhood 약국 may not. Show a photo of the box you want, or use a translation app. Useful words:

  • 약국 (yakguk): pharmacy; 약사 (yaksa): pharmacist
  • 이거 있어요? (igeo isseoyo?): do you have this?
  • 여드름 (yeodeureum): acne; 흉터 (hyungteo): scar; 기미 (gimi): pigmentation
  • 민감성 피부 (mingamseong pibu): sensitive skin
  • 처방전 (cheobangjeon): prescription
  • 하루에 몇 번? (harue myeot beon?): how many times a day?
  • 면세 돼요? (myeonse dwaeyo?): is it tax free?

Mention pregnancy, allergies and anything you already use. With mobile data (a Korea eSIM from Airalo is the easy option) you can translate labels and look up Korean pharmacy skincare products as you shop.

Mistakes to Avoid

  • Expecting Olive Young to stock Noscarna or Acnon: medicines are pharmacy-only.
  • Asking for antibiotics without a Korean prescription.
  • Assuming every pharmacy offers a tax refund.
  • Turning up at a small pharmacy on Sunday night without checking pharm114, E-Gen or Naver Map.
  • Treating OTC creams as cosmetics at your home border.
  • Throwing away boxes and leaflets before flying home.
  • Using Korean pharmacy skincare instead of seeing a doctor about a real skin problem.

Frequently Asked Questions

What should I buy at a Korean pharmacy?

VisitKorea’s 2026 must-haves are Dermagram PDRN Cream, Noscarna Gel and Eye Angel Toktok eye drops (OTC medicines), plus derma cosmetics like Juvelook PDLLA cream. Ask the pharmacist what suits you.

Is Korean pharmacy skincare different from Olive Young?

Yes. Only pharmacies may sell medicines, so OTC creams such as Noscarna or Acnon are pharmacy-only. Olive Young sells cosmetics and other non-medicine products.

Do you need a prescription at a Korean pharmacy?

Not for OTC medicines (일반의약품). Prescription medicines (전문의약품) need a prescription from a doctor or dentist; travellers report foreign prescriptions are not accepted as one.

Are Korean pharmacies open at night?

Some are. Seoul has 40 public late-night pharmacies open 22:00-01:00, and Berry New Pharmacy in Hongdae opens until midnight. Phone ahead.

Can tourists get a tax refund at Korean pharmacies?

Yes, at registered tax refund shops. Spend ₩15,000 or more on one receipt and show your physical passport.

Can I bring Korean pharmacy products back home?

Usually in personal-use quantities, but medicines follow your home country’s rules. Keep original packaging and receipts, and check official guidance such as the US FDA or Australia’s TGA.

Do Korean pharmacists speak English?

Tourist pharmacies in Hongdae, Seongsu, Jonggak and Myeongdong advertise English, Chinese and Japanese help. Neighbourhood pharmacies may not, so bring photos or a translation app.

Can I buy medicine at a convenience store in Korea?

Only up to 20 government-designated household medicines, at registered 24-hour shops. Korean pharmacy skincare creams are sold in pharmacies only.

Where Should You Shop After the Pharmacy?

Korean pharmacy skincare covers the clinical shelf; Olive Young covers the rest. Continue with our Olive Young Seoul store guide and what to buy at Olive Young, and claim it back with the tax refund guide. If the pharmacist suggests a doctor, read how to choose a skin clinic in Seoul first.
